Mark a constraint as delayed.
procedure setdelayedctr(row: nlctr, delay: integer)
The constraint to be delayed
Integer value defining the number of iterations in which the constraint should be ignored
A delayed constraint will be introduced after some number of solver iterations have occurred.
This may be useful for constraints that could aid the convergence of a solver, but which are
not expected to be binding at an optimal solution and which could make early iterations more expensive.
